Some Asian Tigers did not adopt "liberal democracy" until the 1980s/90s, AFTER they developed. (Some never did)
The Asian Tigers developed through state-led models based on industrial policy and strategic planning to move up the value chain. Economists Ha-Joon Chang and Chalmers Johnson documented this.
